We work tirelessly to identify disruptive technologies and capabilities that can solve critical mission needs and deliver them to government and commercial customers who need them.
In addition to providing capital that can accelerate the pace of innovation, Razor’s Edge offers portfolio companies direct and practical operational support informed by our decades of collective experience in the national security sector. We have a deep and diverse network of relationships with national security thought leaders, key program managers and technology subject matter experts with whom we have successfully executed critical missions. These decision-makers share their toughest problems with us and trust us to help solve them. Our connections and experiential base, inaccessible to most growth equity investors and start-up companies, augment our views on the most vexing problems facing large enterprise purchasers.

We leverage our proprietary sector intelligence to stay ahead of priority budget trends and invest in high barrier-to-entry technology companies solving key national security challenges.     In the last five years, Peggy’s portfolio of companies has yielded over $1 billion in shareholder returns including BlackHorse (acquired by Parsons, NYSE: PSN) and Altamira (acquired by ClearSky).

    As a private investor, Peggy invested in, and served on the Board of Directors of DuPont Fabros (NYSE: DFT), acquired by Digital Realty (NYSE: DLR), and invested early stage and follow-on growth capital in Revere Bank (OTCMKTS: REVB), acquired by Sandy Spring Bank (NASDAQ: SASR).

    Peggy presently serves on the Board of Directors of Razor’s Edge portfolio companies Corsha, Dark Wolf Solutions, VelocityBlack, and Veros Technologies, and is an observer to the Board of Directors of BlackSea and Proscia.

    Before founding Razor’s Edge with her partners, Peggy co-founded and was the Chief Executive Officer and Chairman of the Board of Directors at Blackbird Technologies (acquired by Raytheon, NYSE: RTX). During her tenure at Blackbird, Peggy co-founded and served as CEO at RavenWing (acquired by Boeing, NYSE: BA), a mobile communications company.

    Peggy earned a bachelor’s degree in Computer Science from California State University Northridge and a MS degree in Technology Management from the University of Maryland.

    Steve Pann has over thirty-five years of experience in new concept innovations, technology strategy and development in support of demanding Government missions.

    Steve is a co-founder and Managing Partner at Razor’s Edge. Steve believes we are at a transformational technology intersection and future companies will natively collaborate with artificial intelligence, autonomous robots, biotech, and that advanced technology innovations will create a stronger national security. He focuses on investments in growth stage technology companies and technology-enabled national security companies in the areas of artificial intelligence and autonomy in aerospace and space-based operations, military space systems, ocean and underseas systems, defense technology applications, ISR, sensing, alternative power systems, environmental technologies, Cyber, Quantum Science, hyperscale and edge processing, alternative energy and biotechnology. Steve is interested in exponential moonshot technologies capable of creating new waves of unexpected companies and national security capabilities we have not even thought of yet.

As a private investor, Steve invested in, and served on the Board of Directors of, SRI (acquired by Peraton) and invested early stage and follow-on growth capital in Revere Bank (OTCMKTS: REVB), acquired by Sandy Spring Bank (NASDAQ: SASR).

    Steve currently serves on the boards of Razor’s Edge portfolio companies BlackSea, BlackVe, Quantum Leap, HawkEye360 and XBow. Steve believes in the strategic importance of emerging transformational technology developments, vice incremental advancements. Steve is well known as a technology innovator within the national security community, and actively works in conjunction with Razor’s portfolio companies supporting growth platforms and USG customer mission requirements.

    Before founding Razor’s Edge with his partners, Steve co-founded and served as Chief Strategy Officer at Blackbird Technologies and was a member of its Board of Directors. During his tenure at Blackbird, Steve co-founded RavenWing (acquired by Boeing, NYSE: BA), a mobile communications company. During his tenure at Raytheon, Steve helped establish the Advanced Concepts Technology organization. Before joining the private sector, Steve served in the Government for eighteen years developing and deploying advanced technologies in support of critical national security programs. This includes service ranging from an EOD Bomb Disposal Technician to advanced Space systems.

    Steve earned a bachelor’s degree from American University and served as an infantry officer in the United States Marine Corps.

    Richard Moxley is a technology entrepreneur experienced at building solutions for demanding national security missions in cyber security, analytics, remote sensing and situational awareness.

    Richard is a co-founder and Managing Partner at Razor’s Edge. Richard focuses on investments in cybersecurity, big data, sensors, visualization, situational awareness and geospatial mission tools. Richard presently serves on the Board of Directors of Razor’s Edge portfolio company Authentic8, and is an observer on the Board of Directors of GoSecure. Richard also serves on the Board of Directors for several nonprofit organizations, including Marine Military Academy, the Marine Corps Heritage Foundation, the National Symphony Orchestra, and Flint Hill School.

    Before joining Razor’s Edge, Richard was the Chief Technology Officer at Blackbird Technologies, a co-founder, and a member of Blackbird’s Board of Directors. He has over twenty years of experience managing product development and sophisticated engineering programs in the national security sector. Through seventeen years of Blackbird’s growth, Richard worked with the Blackbird leadership team to plan and implement Blackbird’s strategic technology investments. Richard was the driving force propelling Blackbird’s exceptional technical reputation and oversaw Blackbird’s development and delivery of five separate product lines ranging from mobile command and control devices, to hypervisor and mobile phone applications, to enterprise software products. Under his leadership, Blackbird invested millions of dollars in new technologies and generated substantial profits for its shareholders. Richard began his career managing complex geospatial visualization programs for Autometric, Inc., where he founded and managed the Intelligence Systems group, an elite team of information operations professionals, before Boeing acquired Autometric. Richard is a highly respected leader in the national cyber security community and in the intelligence community.

    Richard earned a bachelor’s degree in Computer Science from the University of Texas.

    Mark Spoto has over thirty years of experience investing in successful technology companies and helping his executive teams, co-investors, and partners simplify, analyze, and optimize complex engineering and financial decisions.

    Mark is a co-founder and Managing Partner at Razor’s Edge. Mark invests in growth stage technology companies and platform companies focused in the areas of advanced sensor development, defense and aerospace, with particular expertise in space-oriented technologies.

    In the last five years, Mark has invested in and helped build multiple elite national security technology companies with sensor and space capabilities designed for success with peer threat adversaries. Mark’s representative portfolio includes 908 Devices (Nasdaq: MASS) and Altamira (acquired by ClearSky) and satellite platform companies BlackSky (NYSE: BKSY) and HawkEye 360.

    Mark presently serves on the Board of Directors of Razor’s Edge portfolio companies 908 Devices, BlackVe, HawkEye360 (where he is Chairman), and X-Bow Systems, among others, and is a board observer at Ursa Space. He previously served on the Board of Directors of BlackSky, which went public (NYSE: BKSY), and Mersive, which was sold to OpenGate Capital.

    Before joining Razor’s Edge, Mark was a partner at the national technology law firm of Cooley LLP. His legal practice focused on mergers and acquisitions, venture capital and private equity, public securities offerings, and general corporate representation. Prior to Cooley, Mark was an aerospace engineer supporting the Air Force Titan IV rocket program.

    Mark holds a B.S., summa cum laude, in Aerospace Engineering from Boston University and a J.D., magna cum laude, from Georgetown University Law Center.

As an angel investor, Jack invested in, and served on the Board of Directors of, Unanet (acquired by JMI) and invested early stage and follow-on growth capital in Revere Bank (OTCMKTS: REVB), acquired by Sandy Spring Bank (NASDAQ: SASR).

    Jack currently serves on the board of Razor’s Edge portfolio companies BlackSea, Dark Wolf Solutions, VelocityBlack, Veros Technologies, Quantum Leap, Authentic8, GoSecure, and others, and is a board observer at Altamira. In addition to his board work in support of the Razor’s Edge portfolio, Jack serves on the Board of Trustees for the University of Virginia College Foundation.

    Before founding Razor’s Edge with his partners, Jack was the Chief Operating Officer, and General Counsel at Blackbird Technologies (acquired by Raytheon, NYSE: RTX) and principal advisor to its CEO and Board of Directors. During his tenure at Blackbird, Jack co-founded RavenWing (acquired by Boeing, NYSE: BA), a mobile communications company.

    Jack earned a J.D. and bachelor’s degree from the University of Virginia.

  • Tim Newberry

    Tim Newberry

    Operating Partner

    Tim Newberry has been building successful and high performing teams and companies in the National Security technology and engineering industries for almost twenty-five years.

    Tim is an Operating Partner at Razors Edge focused on next generation technologies and teams in support of national defense priorities. He is a Veteran and has been a security entrepreneur, operator, submariner and nuclear engineer since 2000.

    Prior to joining Razor’s Edge, Tim was an operator and founder with three different defense startups on the path to founding BlackHorse Solutions in 2017, a Razors Edge portfolio company. BlackHorse was a specialized technology and cybersecurity company that was sold to Parsons (NYSE: PSN) in 2021 for more than $200m. He currently supports several other advanced technology firms as a board director, investor and advisor. Before working in the private sector, Tim spent eight years on active duty as a Naval Officer in the Submarine community. His U.S. Navy time included teaching at the U.S. Naval Academy, submarine patrols in the Pacific, and a deployment to Iraq.

    Tim received a Bachelor’s degree in Computer Science from the United States Naval Academy in 2000, and earned a Master’s in Engineering Management from the Catholic University of America. Tim has also been an Adjunct Professor in the University of North Carolina academic community, teaching Master’s level cyber technology coursework. He has been a Senior Fellow at the McCrary Institute for Cyber and Critical Infrastructure Security at Auburn University and is an Advisory Board Member to the MissionLink.Next trade association in the Washington DC area.

    Tim also serves on the Board of Trustees for Luminis Health, a two hospital system in Maryland. He is also a committed volunteer, helping high-performing military personnel transition out of service.

  • Tom Loftus

    Tom Loftus

    Tom is an experienced technologist and entrepreneur with a proven track record successfully applying complex technologies to mission critical applications.

    Tom focuses on investments in machine learning and analytics, autonomy, biotechnology, high-performance computing, cybersecurity, communications, sensors, commercial space, and geospatial systems. Tom presently serves on the Board of Directors of Razor’s Edge portfolio company, Proscia.

    Before joining Razor’s Edge, Tom was Vice President of Engineering and Chief Scientist at Blackbird Technologies. He has over 25 years of experience in research and development in such diverse areas as machine learning and analytics, mobile and embedded systems and sensors, secure terrestrial and satellite-based communication architectures, RF and signal processing, geospatial platforms, computational biology, and unmanned/autonomous sensor platforms. Over 16 years with Blackbird, Tom worked closely with senior leadership to drive new technology strategy and innovation and implement advanced solutions for products and customer programs. After Blackbird’s acquisition by Raytheon (NYSE: RTX), Tom divided his time between engineering and technology innovation efforts at Raytheon Blackbird Technologies, and heading Science and Solutions for Raytheon’s Advanced Concepts and Technologies Organization. While at Blackbird, Tom co-founded RavenWing with Blackbird’s founders and senior executives. Prior to joining Blackbird, Tom was engaged in academic research as a member of the faculty at Johns Hopkins University.

    Tom earned a bachelor’s degree in biochemistry from the University of California, San Diego, and a Ph.D. from the Department of Microbiology and Molecular Genetics at the University of California, Irvine.

    Matt Robinson

    Vice President

    Matt is Vice President at Razor’s Edge, where he directly supports the firm’s partners in all aspects of investments and end-to-end deal flow, leads investment and M&A transaction work, and provides the firm’s portfolio company management teams with operations and support throughout the investment lifecycle. Matt’s primary focus is on investments in growth stage, technology-enabled national security companies.

    Since joining Razor’s Edge in 2016, Matt has been involved in the full life cycles of platform companies, Altamira (sold to ClearSky), BlackHorse (sold to Parsons, NYSE: PSN), BlackLynx (sold to Jacobs, NYSE: J), and BlackSignal (sold to Parsons, NYSE: PSN), and is actively involved with the firm’s investments in BlackSea, Dark Wolf Solutions, Quantum Leap, VelocityBlack, Veros Technologies and has worked closely with early-stage companies, Authentic8, Corsha, GoSecure, and others.

    Prior to joining Razor’s Edge, Matt directly supported the Razor’s Edge founding partners at Blackbird Technologies (acquired by Raytheon, NYSE: RTX) as Compliance & Operations Manager where he supported a variety of functions including business operations, compliance, legal, and contract negotiation. After supporting the sell-side team in Raytheon’s acquisition of Blackbird in 2014, Matt was the Finance lead for Raytheon Blackbird Technologies, where he was responsible for financial forecasting and reporting across Blackbird’s multiple P&Ls ranging from cybersecurity to special forces work.

    Matt currently serves as a board observer of Razor’s Edge portfolio companies BlackSea, Corsha, Quantum Leap, Veros Technologies, and others.

    Matt earned a bachelor’s degree in Business Administration from the University of Mary Washington and an M.B.A. from the Raymond A. Mason School of Business at the College of William & Mary.

  • Catherine Berta

    Catherine Berta

    CFO & CCO

    Cat serves as the Chief Financial Officer and Chief Compliance Officer at Razor’s Edge, responsible for the firm’s financial, operations, reporting, investor relations and compliance functions.

    Before joining Razor’s Edge, Cat served as the Chief Financial Officer and Chief Compliance Officer at DC Capital Partners, a government services-focused private equity firm based in Alexandria, Virginia where she was responsible for the financial, compliance and operations functions of the DC Capital family of investment funds and associated management company. In that role, she also supported investor relations and investor onboarding. Prior to DC Capital Partners, Cat was an audit professional at Deloitte and RSM, focusing on audits and examinations of investment services clients including private equity funds, broker-dealers, hedge funds, fund-of-funds, management companies, as well as custody audits, SIPC reporting and audit/quarterly reporting of public companies.

    Cat earned a BSBA in Accounting from the University of Central Florida and holds a CPA license.

    Conrad is a Senior Associate at Razor’s Edge. Conrad directly supports the firm in all aspects of investments and end-to-end deal flow, portfolio company support, and investment exits.

    Prior to joining Razor’s Edge in 2023, Conrad was an Associate with the Raymond James Defense & Government Investment Banking group where he was responsible for helping clients raise debt and equity capital and supporting M&A deal execution, most notably serving as a key member of the Raymond James team that advised on BlackLynx’s sale to Jacobs (NYSE: J). Prior to joining Raymond James in 2018, Conrad was an Investment Banking Analyst at BB&T Capital Markets where he supported sell-side M&A advisory efforts for clients across Industrial Distribution, Logistics, Transportation, Healthcare, and Automotive Aftermarket.

    Conrad earned a bachelor’s degree from the College of William & Mary’s Raymond A. Mason school of business, with a major in Finance, a concentration in Accounting, and a minor in Economics.

    Wagner earned a bachelor’s degree from Indiana University’s Kelley School of Business, with a major in Entrepreneurship and Corporate Innovation, a major in Business Analytics, and a minor in Psychology.

    Chris earned a bachelor’s degree from the University of Virginia, with a major in Government and a minor in Social Entrepreneurship.

  • Lieutenant General John Mulholland (Ret)

    Advisor

    Lieutenant General John Mulholland (Retired) is a Razor’s Edge Advisory Board member. John is a retired senior officer in the U.S. Army. After commanding special operations task forces in both Operation Enduring Freedom and Operation Iraqi Freedom, John was appointed as Deputy Commanding General of the Joint Special Operations Command and later appointed as Commanding General, US Special Operations Command. As his last assignment prior to retiring from active duty, John served as the Associate Director of the Central Intelligence Agency for Military Affairs. He has been awarded the Distinguished Service Medal and the Bronze Star Medal, among other awards and decorations. John served on the board of Razor’s Edge portfolio companies BlackLynx and BlackSignal, both of which sold to Parsons (NYSE: PSN).
